President's Report

Dear ASHRAE Members, Students and Retirees,

Thank you for your Membership and involvement in ASHRAE!  It has been an honor to serve the San Diego ASHRAE Community, I can’t believe that we are already half way through our Fiscal Year!  Serving as President has been an extremely rewarding and fulfilling experience.  If you haven’t already, I highly recommend volunteering with ASHRAE to assist with the growth and development of your HVAC career!  If you are interested in getting more involved, please reach out to my email address below.

U.S. EPA Revised Section 608 Refrigerant Management Regulations

(Public Comment Opportunity)


On September 18, 2018, EPA issued a proposed rule Protection of Stratospheric Ozone: Revisions to the Refrigerant Management Program’s Extension to Substitutes. This action proposes to revisit the Agency’s recent approach to regulating appliances containing substitute refrigerants such as hydrofluorocarbons (HFCs) by proposing to rescind the November 18, 2016 extension of the leak repair provisions to appliances using substitute refrigerants. This proposal also requests public comment on rescinding other provisions that were extended to substitute refrigerants. This proposal would not affect the requirements for ozone-depleting refrigerants.   If finalized as proposed, this action would rescind the leak repair and maintenance requirements at 40 CFR 82.157 for substitute refrigerants. The advance copy of the proposed rule will be updated once the proposed rule is published in the Federal Register. This proposed rule will have a 45-day public comment period. To view the public docket in the Federal Register, visit and search for docket number EPA-HQ-OAR-2017-0629. Once the proposed rule is published in the Federal Register, EPA will provide a link to the docket, where interested stakeholders can submit comments on the proposed rule.
